It is my pleasure and honour to host the 12th Carrom Euro Cup competition in the UK. I attach a copy of the prospectus for your Federation and similar copies is being sent to all the European member countries. Please read it carefully before completing your entry form (at the back of the prospectus) and returning it to us before the end of May 2008. It would of course be appreciated if you are able to return your entry earlier. Please feel free to clarify any points you may have but I suggest you keep your enquires to a minimum and should come from one source rather than individual players. With sincere regards Vijay Sharma President UKCF PROSPECTUS TITLE OF THE TOURNAMENT 12th Carrom Euro Cup 2008 AUTHORITY The 12th Carrom Euro Cup 2008 will be organized by the United Kingdom Carrom Federation under the authority granted by the European Carrom Confederation. DATE The 12th Carrom Euro Cup 2008 tournament will be held from 1 to 3 August 2008. VENUES For playing the tournament :Sutton High School, Cheam Road, Sutton, Surrey SM1 2AX, United Kingdom. Accommodation : For all players and officials will be at the Holiday Inn, Gibson Road, Sutton, Surrey SM1 2RF, United Kingdom. ELIGIBILITY The 12th Carrom Euro Cup 2008 is open to the Registered Players of the member Federations/Associations affiliated to the European Carrom Confederation. Special invitees from other nations too are permitted to take part in the events with the approval of the European Carrom Confederation. EVENTS MAXIMUM ENTRIES Team 4 Doubles No limit (per country) Women’s Singles No Limit Swiss League (Men and Women) No Limit PARTICIPATION FEE Participation fee for the 12th Carrom Euro Cup 2008 would be as follows; Players : Euro 255 each Managers / Coaches : Euro 220 each Referees / Officials : Euro 180 each The participation fee for players includes Team, Doubles, Women’s singles and Swiss League events. Each National Federations/Associations may remit the participation fee, payable as above by 30 May 2008 for all members of the contingent of their respective countries. REFERRING The Referring will be in English. Matches will be supervised by the International and National Grade Umpires (both local and foreign). The decision of the referees shall be final on the laws of Carrom. The decision of the Chief Referee shall be final and binding on both the parties on the matter not covered in the Laws of Carrom. PARTICIPATION / ENTRY Each Federation/Association may enter maximum of 20 men and/or women players in the tournament and depute one official(s) to manage the team. However, up to five more players (men and/or women) may be accepted at a later date, subject to a maximum of 120 players for the tournament. The Championship Committee, however, reserves the right to reject any entry without assigning any reason but with the approval of the ECC. SUBMISSION OF ENTRIES Entries shall be submitted on Entry Form sent along with the Prospectus. Entry Form duly filled shall be returned together with requisite entry fee on or before 23 May 2008 to Tournament Secretary: Harvey Gomes, 258 Wrythe Lane, Carshalton, Surrey SM5 1TX, UK (email: hagomes@homecall.co.uk), otherwise the entry may be disqualified. All forms should be signed by the President/Secretary of the nominating Federation/Association with their office seal affixed. A copy of the entry form to Mr V D L Sharma, President, United kingdom Carrom Federation (email: sharma4@btinternet.com) will be greatly appreciated. DRAW Draws will be held at the venue on the evening of 31 July 2008. MATCH SCHEDULE The 12th Carrom Euro Cup 2008 will start on 1 August 2008 with Doubles, Team and Women’s Singles events. The Swiss League Singles tournament will on 2 August 2008. The first session starts at 9 AM daily and matches are expected to be concluded by about 6 PM daily. However, the Organizing/tournament Committee reserves the right to alter/change/ amend the schedule of the proposed days and time of play. HOSPITALITY Free hospitality i.e. boarding, and lodging will be provided to all the participants and officials listed on official Entry Forms from 6 PM of 31 July 2008 to 10 AM of 4 August 2008. Breakfast and dinner would be at the hotel and lunch at the venue “Sutton High School”. Free use of health club, swimming pool, Jacuzzi are available to the residents at the hotel. There are other facilities are available at the hotel and must be paid by the resident using them. Participants wishing to stay for extra nights before and/or after the tournament should contact the hotel directly, with whom special reduced tariffs has been agreed by the United Kingdom Carrom Federation. TRANSPORT Everyone is expected to make their own arrangements for arrival and departure to the Holiday Inn Hotel, Gibson Road, Sutton, Surrey SM1 2RF, United Kingdom. The hotel is located south of London and Sutton is the local train station (six minutes walk). Those wishing to travel by car may have to pay extra (about €10 per day) for the car parking at the hotel. The venue for the tournament is just two minutes walk across the road at Sutton High School, Cheam Road, Sutton, Surrey SM1 2AX, United Kingdom.
INSURANCE All participating Federations/Associations must get Medical Insurance Cover for their players/officials for the period of their participation in the 12th Carrom Euro Cup 2008 before they start for United Kingdom from their respective places. UNIFORM All players and Managers/Coaches must be in proper uniform. The National Federation of each country shall mention the colour of uniform in the prescribed entry form. Euro Cup badges with name and country would be issued to all players and officials on arrival by the United Kingdom Carrom Federation. TECHNICAL COMMITTEE A meeting of the Technical Committee (includes members of the ECC) will be held at 19.00 on 1 August 2008 at the venue and on subsequent occasions during the tournament, if required. PROTEST All protests shall be submitted as per provisions of the ‘Laws of Carrom’, along with scrutiny fee of € @ 50. If the protest is upheld, the match shall continue from the particular board in which the protest was lodged and scrutiny fee refunded. In case the protest is overruled, the result already obtained shall stand and the scrutiny fee forfeited. EQUIPMENTS ‘Precise’ Carrom Boards and ‘Ashwin Carrom Men’ brand c/m would be used for the tournament. Potato starch powder would be used for play. For All events score cards must be signed by both players at the end of each game and handed to the tournament secretary. Games will be 8 boards, 25 points or 45 minutes + 5 minutes to complete the current board. After this coin difference will be counted excluding the queen. The Chief referee will be available in the hall at all times and must be called to resolve any difficulties. Any disputes with the referee will be decided as per the Laws of Carrom. The Tournament Secretary is not responsible for mistakes in score cards and once the next round has been generated nothing can be done to correct them. Please make sure you fill in the cards correctly! Results will be displayed after each round and players are responsible for checking them. Please do not disturb Tournament Secretary while at work! Players not present at their match board within 6 minutes after referee has called Play will lose the entire match as per the rules. All mobile telephones must be switched OFF during all matches. There will be a penalty for phone ringing during match which can be loss of entire board. TEAM EVENTS There will be four players from each country and they must hold passport of the country they represent. Names and order of team event players must be given on the entry form but may be changed up unto Thursday 31st July 2008. The order (1-4) of each player must remain the same throughout the event. With 6 countries participating 5 rounds will be played and so on. If odd number of countries are entered, there will be byes. 2 points will be awarded for a win and 1 point for a draw. If 8 or more teams are entered, they shall be divided into two groups. The strength of each group shall be with a maximum difference of one. Top TWO teams from each group shall qualify for the Semi-finals to be played on knock-out basis. Winner of Group ‘A’ shall meet the Runner-up of Group ‘B’ in the first Semi-Final while the winner of Group ‘B’ meets the Runner-up Group ‘A’ in the second Semi-Final. Winners of both the Semi-Finals shall play the FINAL for 1st and 2nd positions and losers play for 3rd and 4th positions. Doubles events All registered players can participate except ones taking part in Team Event. Partners do not necessarily have to belong to the same country. Names of partners if not given at time of registration must be given by 15.00 hours on Thursday 31st July 2008. After this time registration for Doubles event will be closed. Swiss League System will be used. Seven rounds played will. Each round will consist of one game up to 25 points or 8 boards or 45 minutes. After 45 minutes it will not be possible to start another board but 5 minutes will be given to finish the board. After this coin difference will be counted excluding the queen. There will be a final for 1st and 2nd position and the next two would play for 3rd and 4th positions. Swiss League This event will be held as per Swiss League System on 2 August 2008. First round will be played on random basis. Subsequent rounds would be decided on the basis of basis of performance of each player in the previous round, as per formula adopted for the Swiss League System league by ECC. Depending upon number of entries, there would be seven to eleven rounds. After completion of the league, two top players would play the best of three games in final for deciding the 1st and the 2nd position, with 25 points or eight boards but no time limit. The 3rd and 4th positions will be as per the ranking/scores at the end of Swiss Rounds. Women’s Singles This event will be held as per Swiss League System on 1 August 2008. First round will be played on random basis. Subsequent rounds would be decided on the basis of basis of performance of each player in the previous round, as per formula adopted for the Swiss league by ECC. Depending upon number of entries, there would be up to seven rounds. After completion of the league, two top players would play the final for deciding the 1st and the 2nd position and the next two would play for 3rd and 4th positions. There will only be one game of 25 points or eight boards, with a limit of 45 + 5 minutes for each board. Awards / Prizes Top three positions holder of all events would be awarded suitable medals. In the team events four players and the Manager would be awarded trophies for each position. Awards and prizes would be presented in the Prize Distribution Function to be held in the School at 6 PM on 3 August 2008. It is anticipated that high lights of an hour of the video recording of the 12th Carrom Euro Cup 2008 will be later televised. LAST DATE FOR ENTRIESLast date for receipt of entries for all events is 30 May 2008. GALA DINNER / PARTYThe United Kingdom Carrom Federation would be hosting a gala dinner / party (reserved for officials, players and people coming along with them, referees and volunteers) on 3 August 2008. The dinner is on behalf of sponsors’ of the UKCF. CANCELLATIONS In case of cancellation of entries:
- Between the 14th day and the day of the tournament, the full fee amount of the entries will be kept. INFORMATIONS REQUESTED FOR YOUR COMFORT The Hotel is a non-smoking place in line with the UK policy. If you are vegetarian or non vegetarian, please specify on the entry form. Any other dietary requirement will be sympathically considered but cannot be assured. It would help our management if you are able to inform us as to when and how you will be arriving at the Hotel.
